Taiwan, as well as Latvia and Lithuania, are young democracy in all three countries law plays more and more important role on organization of private, social and political life. Complex contemporary social systems elevate the position of judiciary in contemporary democracies. Antimajoritarian institutional provisions and human rights impose some restrictions on the role of legislature and executive powers and place judiciary in special place in pollical systems. Judiciary had been playing a special role in development of democracy in all three countries. The research hypothesis is that judiciary in young democracies played special role which require self-restrain. This is connected with epistemic authority of judiciary which is not restricted to legal but also require considerable extra-legal knowledge. The aim of the proposed research is to compare judges’ attitudes to and opinion of democracy and rule of law. It will be done by semi-structured interviews with judges on different level in the system of administration of justice in respective countries. The questionnaire will include question about self-identity of judiciaries in respective countries (self-reflections about the status) and questions regarding their knowledge and education and nomination procedures. The outcome of the research will be more realistic empirically oriented comparative analyses of the role of judiciaries in young democracies with stress on similarities and differences. It will be substantive contribution to comparative constitutional law. |

In a collaboration with Latvian Academy of Art, our team has recently created a demo version of educational art game in order to support the development of serious gaming and enhance knowledge transfer in the area of modern aesthetics. The idea has been already used in two research projects, the post-doctoral and the currenly on-going project supported by the European Commission, ImGame – An Innovative Digital Environment Based on Research with Elements of Immersive Aesthetics. The project leader, Dr. Ieva Gintere has a PhD in musicology. We wish to develop the prototype and would be happy to collaborate. We would need a programmer in Unity. The Institute of Materials and Structures (IMS) is a research institution of Riga Technical University (RTU). RTU is one of the oldest institutions of higher technical education in Eastern Europe. It is the only polytechnic university in Latvia and the largest university in the country – it educates and trains almost 15 thousand students. RTU is focused on becoming a third generation university that not only provides high quality education, but also conducts advanced research and ensures innovation and technology transfer, practically implementing scientific discoveries. The IMS has more than 30 years’ experience in the field of modelling, analysis and optimisation of high-performance composite materials and structures. Recently considerable research has been conducted in the fields of damage identification and structural health monitoring; vibration testing and monitoring; and smart control of composite structures. The IMS has participated in many national, bilateral and European scientific and technological projects: H2020 (5 projects) and EU Frame Work Programmes 5-7 (24 projects). Scientific results have been presented in more than 300 papers in international journals, 5 monographs and at many international conferences. The IMS scientific team’s core competence is in composite material mechanics, numerical modelling, applied computational techniques, static and dynamic testing, sensing systems, optimisation and artificial intelligence theories.

The main study subjects of my laboratory focus on head and neck cancers, comprising basic and clinical studies. We primarily study the tumor microenvironment of EBV-associated nasopharyngeal carcinoma, oral cancers, and oropharyngeal cancers. We are interested in the roles of stromal components, such as adipocytes, fibroblasts, immune cells, and exosomes within tumor microenvironment. During the past few years, in collaboration with Chang-Gung medical center and National Health Research Institutes, Taiwan, we've established experimental & analytical pipelines for tumor single-cell Omics studies and successfully conducted ~50 tumor-derived single-cell RNA sequencing experiments. The collaborative subjects are not limited to the mentioned above. |

Research Area: Environmental catalysis, catalytic air pollution control. Catalytic abatement of NOx, VOCs, SOX, Cl-compounds, COx, ozone decomposition, catalytic oxidation and catalytic reduction of gas-phase pollutants, mechanisms for these reactions, and catalyst characterization and stability. Research Topic: Low-temperature SCR of NOx with NH3 over metal (Mn, Ce, Cu) oxide catalysts Air pollution is one of the most concerning world challenges. According to the World Health Organization (WHO), more than 80% of people living in urban areas that monitor air pollution are exposed to air pollution levels that exceed the WHO recommended limits. According to European Society of Cardiology, air pollution causes 8.8 million extra early deaths a year.
Regulated by the Environmental Protection Agency (EPA), nitrogen oxides (NOx), a contributor to acid rain and SMOG, and may pose a health hazard to people in areas of high exposure. A Selective Catalytic Reduction or SCR system is one of the most common processes for reducing NOx emissions during fossil fuel combustion. In our collaboration we aim to prepare / synthesize the catalyst, test and do best possible characterization of it. Mn-Ce-(Cu)-V2O5-WO3/TiO2 composite catalyst is one of the promising gas-phase pollutant removal catalysts for SCR at low temperatures. |

Research interests: | The principal interest of the project could be in pituitary tumor research. Our research group performs studies related to pituitary adenoma genetic predisposition, potential non-invasive monitoring and genetic and functional characterization of tumor material. We have established collection of pituitary patients’ biomaterials: tumors (over 80) used for DNA, RNA extraction and primary cell line development, and blood samples (over 220) used for plasma, sera and DNA isolation. These samples include various pituitary adenoma subtypes - growth hormone, adrenocorticotropic hormone, prolactin secreting and non-secreting pituitary adenomas. We also have collection of associated clinical data. Currently, we explore, somatic mutation detection in tumor derived DNA, cell free DNA and microRNA identification in patients’ plasma and tumor cell sorting and characterization. These research directions could be pursued in proposed project, however, we are open for propositions in other areas like pituitary adenoma research in mice models or drug effectivity studies. We have access to wide range of research infrastructure at Latvian Biomedical Research and Study centre: (1) Genome Centre (2) Cell culture and microscopy facility (3) Animal core facility, (4) IT and bioinformatics unit. | |

Big portion of the human-to-human communication goes through non-verbal communication, i.e., hand gesticulation, facial expression and etc. The novel communication devices and robots should perceive and understand not only verbal or clearly discriminated commands, but also non-verbal signals w hich are more natural for humans. Such novel devices should use actuating force such as gesture, facial expresions, the eye gaze. During last decade the interest in such assistive or associative technology devices, so called gaze tracking systems and non-verbal (based- on gestures) communication, have been rapidly grow ing. This communication system w orks using video camera that captures fast motions of user eye, facial expressions and hand gestures. The object tracking systems recognizes specific motion of the user and associates the commands to the external device or/and to the applications on the computer.
